Im quite tickled pink to resurrect this thread to confirm that the actor was indeed one that wasn't merely a jobbing actor but the late Richard Griffiths probably better known as Harry Potter`s nasty uncle.

I've just watched the video and can confirm it isn't Richard 'Uncle Monty' Griffiths. I'm normally very good at identifying actors, but I don't recognise the guy in this video. I'm inclined to go with an earlier suggestion of it being a jobbing actor.
