Any Guesses What This Is?

Trying to figure out what this thing is. Has a Cinelli BB shell with standard threading, and some pantos on the stays which say Novaline. No rear mech hanger. Any ideas?

two BB guides but neither look used. Good job on the dropout if the hanger has been removed. Internet knows nothing of this Novaline and bike frames. Mmmmm???

Non-original paint. Seems fairly well put together. No fork.

Looks like someone worked very hard on removing the derailleur hanger because the cable stop is still there.
