Adding an 11T to cassette

As Osella says, you can if you change the lockring. The problem is that you get a horrible 11-14t jump at the top end, and your options to change other ratios to suit are limited by the use of a spider for the bigger sprockets.

It's not something I'd be keen on.
If you don't need the 32t, there are a few 11-up 8-speed cassette options (11-28, 11-30) but obviously the spider of your XTR cassette stops you just ditching the 32t and adding an 11.
9-speed cassettes come in 11-32 (11,12,14,16...) - you'd need a new cassette, chain, and rear shifter. A bigger chainring might be another option.

how often do you use the smallest cog on a cassette?
For me, the largest and smallest sprockets get the least use. With knobbly tyres and relatively unaerodynamic position on an mtb, I don't think I ever use the smallest sprocket, even when down hill.
Just pedal faster ... unless you have a small big chainring (you know what I mean)
