Well i thinks thats a 19'' plus never seen that colour before. Maybe a respray??
Shame can't make out the rear drop outs. That would help. Headset looks to big for a 1'' though.
I wouldn't like to say 100% a rascal. But most likely

Klein Fervor...which was basically a Rascal with a 7/10ths paint job, so...Sure! It's almost a Rascal!

the rear drop outs make it a Rascal, Attitude or Fervor. Fervors did not come with the old style Klein logo and the head tube does not look like an Attitude so what remains is a Rascal. It's probably Candy Red somewhat distorted by the camera.

It's the Small (19") frame size.
