Yup that's what I thought but the response was:

"I believe it’s 18”, but it is small. I am 5’9”, with 32” inside leg,and the height of the seat in the picture is comfortable for me.Definitely suitable for smaller individuals"

What can I say? I was thinking 20'' but 19" minimum.

I was thnking possibly 20", hard to tell with those forks on, long headtube though. Maybe they measured to the centre of top tube.

I know but then the info on his leg measurement and the seat in the right position for him sounds odd

It's at least 20" and has been up for sale for ages which tells you everything you need to know...
