Cut this guy some slack, he and I have been going back and forth all morning about this. Its legit, I've even seen the receipt from 1989. Looks like in the repair process they replaced both the seat tube and chainstay problems, new powder with new headtube decal.
A little bit of a mess, but a nice guy nonetheless.
