60s Witcomb info

Picked this up at the weekend and am thinking of getting it back to original spec - trouble is I can't find anything about the build or model.
What I do know;
Serial number 58 3064 0222888 These last 7 digits not very clear.
Nervex lugs
531 tubing
27 x1 1/4 wheels
Campagnolo headset that looks original but everything else is a bit of a mixed bag.
