Witcomb ?

I was hoping someone of here could shed some light on a frame I recently picked up, its badge up as a Witcomb but i have my doubts, a lot of the details are different to a similar aged Witcomb I already own / have seen online.
The frame was pretty cheap so i didn't mind taking a punt on it, the guy i bought it from bought it from the vintage bike cave in north london see spec sheet image attached.
I removed some paint from the bottom bracket to reveal a serial number YE88060212 which is a different format to most Witcomb serial numbers I have seen online.
The other thing that i find odd is that despite all the British threads the steerer tube in stamped "LUNG made in twain" which i believe is HSIN LUNG who made BMX forks, i suppose this stamp could refer to the tubing rather than where the bicycle was made.
Any info on this would be greatly appreciated.

I agree, it doesn't shout Witcomb at me either. It might have been crashed and got a new fork. The lugwork looks a little crude compared to mine, which had cutouts and the tips filed etc. I'm not sure they are Campag dropouts either. However the transfers look old - not exactly like some crude later vinyl ones.

I wonder if Witcomb did a respray on it?
 
When i see a long number like that automatically stamped I think German or Japanese. The font does not look German, so is it possibly from the far east?

It was the age / condition of the decals that made think it was worth a punt, they looked period, you live & learn.

I agree, clearly historic transfers. I guess it was a respray.
