21.1mm iwas a bmx standard and only found on cheaper mtb frames

You are very unlikely to find a suitable frame in Reynolds

Not all MTB's with 21.1mm are cheaper. My 84 Fat with 21.1 quill Bullmoose bar and Box Crown fork.
