Has the Horizon Rascal been drilled for V's? I can't really tell for sure but it looks like it to me.

Nice frame even if it has been drilled though.

I don't think it has been drilled. You can still see the plastic tube routed through the top tube and running to the rear seat stay bridge where it normally goes for cantilever brakes on Kleins. If you also check the seller's other items, you can see he's selling a set of M900 canti brakes which I'm assuming were on the bike. If I were bidding, I'd ask the question just to be extra sure but I'm pretty confident he used the bike as he bought it back in the day and didn't make any frame modifications.

This is correct, the frame HAS NOT been modified in any way.
