some fading and something weird going on at the rear drop out - there's some sort of rivet, or screw on both rear drop outs. Failed rack mount attempt perhaps??

Definitely some kind of after market D.I.Y allen key bolt in the rear dropout though !! Like you say, proably a panier rack bulls up !!

Still very pretty though even with fading included !! Ide like it but not at that price !!
