1990's touring frame around 20"-21"

My son has requested that I build him a touring bike and so we are looking for a nice frame no larger than 21"

So can anyone help?

It needs to have mudguard and pannier rack braze on's

got a nice Raleigh Royal in reynolds 708 and 20" frame good condition if of any interest , pm me and i will get some pics
