Looking for the 28 inch tubulars, I believe they usually run around $250ea, can someone
Direct me to where I could purchase these guys?

I believe it's one of the old six day race bikes, I'll post pictures and details soon

The rims look to me suitable for wired on tyres, not tubulars.
There were single tube tyres similar to tubulars at that time.
In the US production bikes had mainly elm rims, you may be able to search for an old components catalogue.

1 inch pitch block chain was used on most bikes until the roller chain in the mid 1890s.
