Most probably.

Sadly/happily* there's usually a premium to pay in the south west for anything like this because the small population means half decent bikes/cars/ladies are few and far between.
The few that do come up for offer are chased by many and the price rises accordingly.

I'd pay that for a mint example but the chap even said the paint's rough. If buying to re-paint why not just pick up a £60ish frame in any colour?
