The 16" frame has sold the 1993 18" second set of pictures down is still available.

Have an 18" also from 1993. This one's got a few scratches in it that are beyond buffing out but still a very nice frame. V-brake and canti in the rear. New correct decals to match the model year. 1-1/8" headset and 73mm bottom bracket width, bottom pull front derailleur routing. NOW LISTED ON EBAY.COM

In terms of the cable gouge on the seat tube:

• Is there a plastic sheath / guide plate missing (like there was on the previous year for certain models?)

• Or, was it just cable inner running between the two stops?

Just wondering if that is usual, or if previous owner had simply not maintained the cables well and allowed them to wear through the cable inner?

Surely otherwise the cable will eventually wear through the tube?!

Yes, it appears as thought the previous owner had allowed it to wear through a plastic sleeve. There is nothing missing. Who ever builds it up just needs to make sure they use a sleeve when setting up the rear brake as on all GT produced from 1993 on..... but it's not even close to rubbing through the seat tube. It's no worse than minor cable rub and as collectors of old bikes we all know and understand that's part of the uniqueness of each that we own.
