I can see this is one of the Brit Merlin's and not one of the nice American ones but I am puzzled as to why you would titanium coat a steel? frame

it might be nickel plated, which to the untrained eye looks vaguely like titanium

Sold by Merlin UK as electo-plated titanium .... I'll leave it to a metallurgist to comment on the functionality ... I like it for the aesthetic, durability of titanium and ride quality of Tange cro-mo
