It equates to a Torus, as these frames were badge engineered by several companies, including X-Lite - hence the Trimnell fork on the Torus XT - and Gazelle, as well as others. This is just another example.Could be a Torus, they had that same windowed dropout. All the housing stops and canti peg match up too.
Torus was the first version in about 93. There were many subsequent iterations of the frame, many with slight changes - dropouts, cable guide position, canti bridge (with and without) geometry adapted for suspension. M-Trax 400 450, RSP, RSP 550 and 600 of 99, RSP 550 of 2K etc. It all got a bit desperate as Raleigh tried to claw it's way back into the market, which sadly never happened for them...and then the wheels fell off.
In answer to your question though: essentially, yes it was.
