Ok.. got an update. Being told that it was possibly built by Litespeed for Caloi (Brazil) USA racing Team in early 90s.
All the braze-on's match, as do the drop-outs. Was told it might be 1-1/4" head tube, will confirm tomorrow.

It was the seat tube binder and the thin looking seat tube that really exposed my ignorance! Very glad to be wrong (again!) - great find!
