I think that he made far too many and continued selling them extremely slowly for a very long time. You could review old mtb mags from different years and look at actual people's bikes to see when they were not used as much.
 
I don't remember exactly, but on my first real mtbs (Ritchey, Cunningham, Trailmaster) in the early mid 1980s, I used hite rites. We would often lower our seats before steep downhills. I think that sometime around 1990, I was becoming more comfortable riding down steep hills without lowering the seat, so, around this time, I stopped using hite rites and on some bike stopped putting on quick releases. To me, a hite rite belongs on an earlier bike than the Whiskeytown.
I would put it on the salsa: it has an eyelet on the seat cluster begging to be used,
