PMC in Long Eaton did my CRM250 frame a couple of years ago and it came out really nice. Blasted it too.
Only downside to powder coating is you've still got a decades-old frame corroding away inside it and you won't have any idea until it breaks.
Put them in a moneybag and shove up inside the steerer? Above the front of the seat rails with a few layers of electrical tape?(useful in itself) Inside the stem, if the front of it comes off to move the bars out of the way? Seat tube? Tape to the rear of the bottle cage?
8 years on here and I've never seen or heard this, just accepted that some are tighter than others and that's that. That groove must be shallow though? I wouldn't want to put a CK cup in my lathe and mess it up.

I've never heard this, is this a thing people do? In such an application I'd simply find something that fits and do it right. Or you could end up with;
Ruined frame
Ruined headset
Ruined face/teeth/hands etc
Or a combination of any of those.

Don't use steel wool, that's for sure. You impregnate the softer aluminium with fine particles of steel which causes corrosion or something, and the info you found is correct - don't do it.
