It may not need new seals - I have 3 or 4 SIDs, all bought used with no info on service history, and not a single one has needed maintenance in a decade +. They don't even seem to lose air over the winter months. I have no complaints about performance either - they seem to work well.

I've always liked those satin black frames, it should be a sweet bike. Good call on the M970 stuff. I ran a SRAM XO groupset on a Titus RacerX and couldn't get used to the feel after using Shimano forever. The M972 rear mech with the carbon plates I have on my Tracer is shockingly light...

I ended up using a Park pin spanner on my Syncros BB. It worked well enough to snug it down, but I wouldn't say it's torqued to spec.

Maybe a White Brothers Hardbody cartridge?

Is it a clutched rear derailleur? Slow downshifts could mean the clutch mechanism needs cleaning. I'm not that familiar with them, but that's what happened on my fatbike. Weird that it would only be noticeable after a wheel swap, but maybe the gear change exacerbated an underlying issue.

They are nice - I had one for a few years. It felt livelier than I expected from a basic steel soft tail.
