Enough similarities and enough differences that a prototype seems the most likely explanation to me. It could be a replica, but a few strange choices if it is.

Italian brands were still making very good steel frames at that point - Scapin Blato, FRM Race Ready etc.

For reference it is an 18" in GT sizing (C-C).

A year too new, but my 1993 GT Xizang is still tentatively for sale if that floats your boat. I'd only really be interested is a sale (or swap for a larger/earlier Xizang!) though.
