    Sadly, the market value of things is not always as great as the cost of getting them into the state they are in! I agree with No2ndPrize that the seller is extremely unlikely to sell this frame for anything like his asking price, no matter how nice it is.

    Kona always said 27.0, but in most cases a 27.2 will fit a 98 Explosif better. Fit the biggest post you can get out again - that way you put less stress on the seat tube when you tighten the clamp.

    No, a shorter stem will always make the steering quicker, regardless of any other factor.

    stem length?

    Yes, a shorter stem will give you quicker steering, and yes a 70 will make a noticeable difference compared to a 90. The rise of the stem doesn't make much/any difference, but bars that are more swept back will have the same effect as a shorter stem.
