Road bike beyond repair ?

You need to see if the seat pin is free - so you can adjust to suit your body.
Same applies to the stem.

I would be tempted to check these two ahead of going to a LBS, however I do think a LBS is a better bet than a big chain like Evans or Decatholon.
Your best bet of all would be a bike charity place that allows you to work on your own there - as to restore something like this you will hit a lot of little problems that even a friendly LBS will have to charge you a lot for.

Also I doubt your rear width is 130mm, possibly 126 or 120??
Your hubs look nice with a deep flange - you could look to rebuild them with new spokes and rim - but this will cost.

That was a very nice bike in the 1960s. Those wheels Midlife linked to are 130mm oln and chances are your frame is 120mm. You don't want to force a 130mm wheel in there. If you need a bike in a hurry and you you can afford to throw 1K at the issue then I suggest you do so. Regarding this one, make sure you trust the shop you take it to.
They could easily provide you with some new wheels (the rear one which will probably be a cm too wide for the frame) and 'lose' the original ones- which, like everything else on the bike, are probably as good as gold once they get dismantled, cleaned, lubricated and rebuilt.
A bike shop cannot economically do that bike justice. Someone needs to throw some patience and some 'love' into it.. which, since it was your Father's bike, is probably you. When did he last use it?
You see some bikes that have a vibe. Imo that bike has a vibe. Try not to lose it.

See what the bike shop say, but dont be too surprised with what they quote to get it into a safe road worthy state.
I've just resurrected a 1980's bike and that cost more than I expected and that was with me doing the spannering.
If the bike has sentimental value though then itll be worth it .
 
I'd agree - not beyond repair by any means, and it looks like it could turn out very nice indeed but that depends on how much time, effort and money you're prepared to dedicate to it.

I took it to the bike shop who basically said it's about equivalent of a £300 bike of today's standards even when fully refurbished and because gears are seized and wheel size needed etc, I would be putting at least that into it. So not worth it. I have a mountain bike, so I am in no rush but I also no nothing about bikes. It was purely will this bike make me able to travel further under my current stamana levels as the mountain bike is heavier. I am a casual bike rider so certainly would not be paying £1000 for a new bike. I would have liked the bike to go to someone it could potentially be useful for and who would know how to fix it. So I am thinking my best bet is to offer it out to anyone on this forum FOC, as I think it may be worth something to someone maybe ?.
