would a cadex cfm build into one - or am I better off looking for
something dynatech/m-trax like, frame and forks on these usually come within the budget I'm looking at

I'd consider a mid 90's Marin - they never seem to go for much and were built at the peak of the weight craze. Singlespeeded sub 21lbs should not be difficult.
As it's a commuter I'd hammerite it for a proper ugly theft-proofing look. Singlespeed is a good idea: saves maintenance, assuming you don't live somewhere like Sheffield...mind a year of that would give you legs like Sir Chris Hoy!
If your near cambridge then you know how often bikes can go missing..if it's going to be a daily commute then dumbing the bike down in appearance might help
I've got a debadged but otherwise very neat 1991 Marin Palisades frame, seatpost and forks (dark Zolatone). It's probably a bit heavier than you are looking for, but a stealthy machine. £70 posted. It's a 17.5", I'm 5'7" and it's fine for anything except technical offroading. PM if interested.
I've got a cadex cfm that I was using as a commuter until a recent move. It worked really well and I had a lovely and light bike (not singlespeed either) running xtr.
Not sure about rear rack mount though, been looking for another frame as I don't think the mount it has is suitable for the child seat I had in mind, which used a rack.

I didn't think it had the rack mounts required, just wondered if anyone had tried it?

I did find some adapters that are really for forks, but would work on a seat post that creates rack mounts. I'm not 100% sure where I found these now (wiggle) but was certainly considering them instead of buying a new frame. Would be interesting to hear what people think about this, as I might go for it if there are no safety drawbacks.
