You'll not be saying after that in a few years when you've paid through the nose to have shocks serviced, then find out that shock parts and suspension bushes are no longer available rendering you unobtanium full sus arm chair a worthless pile of scrap metal.
£1600 for a decently built bike sounds eminently reasonable to me.
