Polchopek made, most likely surplied via Cycles Laurent in Paris. Polchlopek was the guy behind some very early oval chainrings and a number of for the time radical frame designs, plenty of info on Google.
Frame ideally needs work, as visible in the photos, the seatpost binder is chipped, there's a chainring dent under the chainstay. In addition there's a crack in the paintwork that could indicate a stress crack where the seat-tube gusset meets the 'wheel-tube'.
