That repair looks dodgy to me, but I guess they must know what they are doing (?)

This picture graphically shows the cause of the problem - what a stupid design.

I don't know about "par for the course". I've owned a little more than a dozen early Fat City frames, and not once have I had severe corrosion/rust at the bottom of the seat tube. Neglecting to properly care for your bike is more "stupid" than the frame design.

After a wet ride, take the seat post out, and let it dry. If you live in a humid climate, make sure to treat the tubes with a moisture inhibitor. It doesn't seem to hard.

My condolences on the Yo; I'm sure there will not be a shortage of takers for the Yo fork.
 
It can be repaired, I recently bought one that has been.

If you do decide to part with the frame/fork, I would certainly be interested in buying them from you.
