That's a question to ask the seller. He does state that he bought it used.

Maybe the easiest remedy would be something like this:

No need to strip it; just mask it off with a pattern made of tape or stickers, or even lace, and then spray a solid color over it and re-decal it - done!

I'm actually not a big fan of bikes that have been painted black because I think it tends to hide the shape of the frame, but I wasn't going to argue with the seller when this one came up for sale.

If you google-images Mantis Valkyrie, there are some that I like a lot, including the candy purple, the candy blue, and the neon green.
