What's the best way to remove a head set..

A drift, then tap the headset as mentioned at different parts so it comes out slowly and evenly.

IMO the propa tool is a nice to have but the above method works fine. If you bang a few hs a week then it is a worthwhile buy. For me, who pethaps changes a hs once every 2 years, no.
 
An old steerer makes a good remover, put split's in as the pic of the copper pipe above.
Copper or ali pipe isn't really hard enough, but often works OK.
I have removed maybe thousands of motor bike head races with a screwdriver, be careful you
don't scar the tube, it makes the fit bad, and try and get it out as evenly as you can.

I always used to use a long flathead screwdriver but always found myself getting carried away in one area, I eventually bought myself a cheap and cheerful headset removal tool before I seriously damaged a frame ....... definitely worth it costwise compared to the heartache of destroying a good frame.
