What split-seat tube bike is this?

This interesting steed is for sale, but I don't know who made it? It's not a Mecacycle, or a Paletti, or a Rigi - I think it is French, but can't say for sure.

Does anyone recognise it?

Thanks, but the Mecacycles I've seen have the seat tube split. This one ends in a downward facing curve, with the lower two tubes appearing to go inside.

That's perhaps the closest I've seen to it. I am going out soon, to have a look at it, and perhaps buy, if the price is negotiable.
