I'm 5'10 barefoot with a 31½ barefoot inseam. I ride Medium (M) Planet X road frames (spitfire currently, kaffenback a decade ago). I also ride a size M on my Chinese carbon fibre road bike (BXT:https://www.bxtcycle.com/ )
Steel bikes I prefer 55cm or 56 centre to TOP as the 54cm often have small head tubes and too much quill stem sticking out. Like another reply pointed out.. headtube length is very important.
I'd say L would fit you on most manufacturer's.
