Try to 'sand' in one direction :? i go along the tubes only turning for the head and seat tubes.
Using spit instead of water is better to lube the wet and dry with
Also you really want to work it so to speak,dont keep changing the paper till it wears through

If by stretch marks you mean the slight discolouration then just treat it as normal tubing and dont give it extra work.Its that colour all the way through.

well im generally using the paper til it fall apart or the grains disappear
and i keep going back and forth for the most part
i also put a bit fo washing up liquid in my spray bottle to make it a bit 'stickier'

is what i mean by the stretch marks is where the tubing has beeen formed/drawn or whatever its got small horizontal lines across
lile the grain structure has stretched
