My 80's Raleigh Pursuit Build

Well, if you're comfortable, technically no... But it's a bit unconventional to start with a small frame and start stacking it up until it fits you. Spending all your time on the tops, to the degree that you've no need even to have brake levers in the normal place or properly wrapped bars, also says there's something badly wrong with the fit.
 
That looks great!, ive just bought a 1986 Raleigh Pursuit which looked fine on the photos. And not too bad collecting it from the house. however upon stripping down it appears it needs heaps of new parts. and the thread on the forks has worn away, was about ready to cut my losses and bin it, however im thinking of restoring the bike to my own spec and colour scheme. one question i have is do 700c wheels fit the frame?
