I'm pretty sure its an 88 or 89 Saracen Tufftrax with non standard forks.
EDIT: Actually I'm not too sure on second glance. The one below it is definitely an Tufftrax though.

A long seat tube extension and looks like Rollercams f&r. Looks fillet brazed too but it’s really hard to tell
