I use Vactan rust converter. It turns it a black almost lacquered finish.
My usual process with a frame I’m just trying to maintain rather than refurbish is to clean around the bare metal area then dab on the vactan really sparingly with a cotton bud or small brush. It cure after an hour or so depending on temperature. It can be rubbed down and painted over if needed.
