Yes, in other words OX is heat-treated, AVR isn't.

I'd be slightly surprised if the two frames weigh the same, but nevertheless it is the case that a designer can use the greater strength/weight factor of a heat-treated tubeset to make a stronger bike at the same weight, rather than the alternative of making an equally strong bike at a lighter weight.
 
I also assumed the team would be lighter but just going bodging what wadsy said. Perhaps they were different sized frames
 
Pretty good weight though for a steel framed bike at 23lb. I've just got one (literally in the last 5 minutes) and if I make 25lb I'll be happy.
