That's a bit nice. 
If the decals are original, it could be earlier than 91. i think some of the very early frame (89-90) had the Orange decal on the top tube but later on they started to get a little more disciplined with their decal locations.......mind you this is Orange we're talking about, so anything goes. :roll:
The frame number should give you an accurate date.....and that stalk bar stem combo is special.
