That car. That parking. It just screams 'Arsehole!' I wouldn't expect any reasonable response from the owner. I might send the cat out to mark his territory though: he likes a new, clean car to urinate on.

Aside from that, I expect the pavement is owned by the council and although the homeowners might have free access to cross over the pavement in their cars, I very much doubt that they have the right to block the pavement. After all, it's forcing pedestrians into the road to get past.
