Is this a cheap DIY solution you're looking for?

2x laptops, peer to peer network, 1 running the stopwatch software, the other running remote desktop to the 'stopwatch' PC.
Your start guy would at least be controlling the same timer as your finish guy.
Trigger the gate release with the same mouse button that starts the timer.
The finish guy hits the split timer as each riders crosses the line, 2nd guy records riders finishing positions.

Its only as accurate as the finish guy though.

If you know a programmer then the timer could have a results board recording the finishers and the names added to the times as quick as the laptop user could click 'em.
 
I guess its a question of how much money you want to spend, I'm sure there is timing stuff around, but the cost involved setting it up may make it of no use.
