Help ID'ing (Italian?) Frame

Retro Newbie
Hi all, greetings from South Africa. I need some help ID'ing a frame, this is my first post, so my apologies for any mistakes in posting!

I picked this up over the weekend as I needed some parts off of it. I haven't really gotten down to stripping and cleaning yet, but from what I can tell, it's had a respray. Some more details:

-Cinelli BB shell,
-Campagnolo rear dropouts,
-3 cable guides on top tube,
-no bridge between chain stays (indicating a high end frame?)

The BB seems to have a serial number that's rather difficult to read due to the respray. I have a plan to get it on paper which I will most probably attempt tomorrow. The fork is from a Daccordi (Silva d/o's) but I haven't been able to find any leads to it being an original or its use in conjunction with the frame. Here's a link to some (bad) pics:

From what I can see this does not look Italian. More like a private D-I-Y job.
Perhaps someone with access to the brazing facilities made themselves a frame?

The edges of the lugs look rough. Perhaps it was made by someone a bit inexperienced in frame building
A bit too rough for any Italian frame builder I'm aware of

That's not a criticism just a statement, it actually looks a nice bike
DIY/custom/friend builds are/were more common than a lot of people think

Is the BB serial number you're referring to the one between the cable holes?
If so, that's not a frame number. It's the patent number for Cinelli's investment cast 'spoiler' BB shell with the date it was awarded as the suffix ie '84'
