Sod overnight in white spirit, an hour in some soapy water has always worked fine for me. Give it a soak, fiddle the levers about a bit, then dry it out and oil it up. Got to be worth a shot.

Sod overnight? Seems a bit harsh.

The culprit is usually the main ratchet that is visible from the just inside the cover. The post it sits on can sometimes fur up so it doesnt spin freely or the return spring needs winding up.

Small, fiddly but very satisfactory when fixed.
 
I would still soak them over night and clean the inside with an old toothbrush to remove as much old grease as possible. The best lubricant to use after cleaning is Tri-Flow Industrial Lubricant with PTFE; it’s not cheap but last.
I volunteer for a cycle charity and have repaired many of these using this method.
