Dealing with dents ...

Don't be soft. From just one closeup of a tiny dent there's nothing to point to any safety problems. Especially when it's in the middle of the only tube in an entire bike frame to have redundancy.

What needs checking is that the geometry of the frame and forks is correct, or at least manageable, and that there's no kinked/crushed metal anywhere that could crack.

We're talking about a steel bike, after all. Anyone who's scared of a tiny steel dent obviously never unfolded a paperclip or saw a spring move or anything in their life.

I think we agree, as I didnt say it wasn't safe, just go steady, ie check the stuff you say

I still think buying it is relative...honestly there's always another bike
 
I've decided to pass on the dented frame ... there will be another along at some point ...

It was a good price for a complete bike if anyone wants the details PM me ...
