According to this picture, on this site it was the 1988 National 25tt mens event, which John Pritchard won, but it looks too modern?

Aero bars were first allowed in time trials in 1990/91, so these pics are definitely later than 1988, probably '91 or '92.

Lemond used aero bars on TdF final stage in 1989. Before that they were almost unheard of. He won, just, and the rest is history.
This pic must be after that.

Pritchard's shoes look way later than 1988/9. The wolber-corima front wheel is 1990's.

Pritchard was born in 1948 and looks around age 50 here, wouldn't be surprised if its 1995-1999.
