Commuterising a 531c

I recently built up a nice lightweight commuter for my old man,built around a 531c.For comfort I fitted a shorter 100mm stem with a bit of rise and teamed that with flat bars and bar ends.After a few weeks on it he wants an even more upright position.Short of fitting high rise downhill bars is there any way to achieve this?The stem is a 1" quill ATAC.
 
I love the 'North Road' shape bars on city bikes, lots of sweep, plenty of angle and a bit of rise too, they are a very comfortable hand position. Also, you can get some pretty cheap ones from Raleigh/ITM.
 
As well as Velo Orange, Nitto also do some nice road riser bars.
Planet X always have them well discounted.
