Argos Frame - Can it be fixed, is it Argos?

No, I cannot justify it, I already have a project frame gathering dust in the loft and no parts for a 1970. I think it can go.
 
Dan passed this onto to me, stripped the paint and found the remains of full chrome front and rear triangle. It's had a few dings filled prior to its last respray too. It's either a 70 Carlton pro or Giro d italia, hopefully I'll be able to have the seat tube replaced and get it back on the road in its original lagoon blue.

Still got part of the stem in the steerer waiting for some caustic soda to sort it out. It's got a few to many battle scars to ever be perfect but hopefully I can get it rideable again.
 
Looks like a later Giro with the seat stay design that took over from the original "Victor" design as it has mudguard eyes.. is there any evidence of any brazing above the seat stay brake bridge for centre pulls?

Absolute classic :)
