It doesnt say ut looking at the length of the head tube I would say its a 62cm. Probably right for someone around 6ft 4. It may fit you? But the BIN is now gone.

I honestly have no idea. You can ask him but the ad only gives national postage. I think I found a place in the UK that would ship here for 29 quid about a year ago but I didnt use them and dont know about the other way. DHL have an english language website for Germany based packages too i think.
