He sent me a frame in a box that was too small with the steerer tube sticking out and a few crappy bits rattling around loose inside the box

That is poor and hope its undamaged, bit surprised they actually took it like that. Hope you ask for a few quid back or at best neutral feedback (assuming its Ebay)
