Why are you selling the bike? looks like it has a lot of life left in it
Looking at the bits on it they are from a variety of decades, I'm no expert but the chainset you have is this one from the 1980's

The name on the frame is a bike shop from the Midlands and not known to me and they may have bought in frames to put their names on it, the forks are also a mystery ?

Not sure but it could be a Viscount frame with Alloy 'Death' forks, Chainset is a Shimano 600 Arabesque mid- late 70's

Yes, Fred Williams is a bike shop in Wolverhampton that is still there today. My brother tells me that only the tires and the saddle have been replaced, everything else is original. He bought it to ride to and from school and hasn't ridden it since getting a car - he's 50 this year.
Neither of us are into retro bikes so I said I would look into how much it might be worth so that he can sell it to make a bit more room in his garage.

I'm with kermitgreenkona - that's a Lambert frame (Lambert were Viscount's short lived corporate predecessor). Have a look at this:

Lamberts are pretty rare, but I have never seen one painted in the colours of an independent bike shop. The factory was in Bilston though, so it makes sense that frames would find their way into a Wolverhampton shop. Post a picture on the CTC Viscount - Lambert thread -it's the best resource for this firm's bikes on the internet:
