V-brakes and sloping top tube point more towards early 00's than 90's. The geometry and tube size looks more 90's to me. I really can't tell what it is.
The seller obviously doesn't know anything, because it's advertised as a 14-speed bike. It has a 3-blade crankset, and IIRC correctly 14 can't be divided by 3 ... unless he has 4.66 cogs at the back.
I think it's 21 speed, which would point to a pretty low-end groupset.
Also, get in touch with the seller first. The ad has been on there since December, so there's a good chance that it's sold already.

I guess the best way to find out is to ask for better pictures.
A trip to Meulebeke might be a good idea as well. It's close to 30 miles, so IMO it's doable to go check it out. And if you like it, you can always take it back with you.
